Family Self-Sufficiency Program

The Family Self-Sufficiency (FSS) Program is a voluntary program for tenants of Section 8 Housing. There are two components of the program, case management and the escrow account.

Upon enrollment, the participant meets with the case manager who helps develop a personal five-year training and services plan that charts the steps he or she needs to become and stay employed, increase his or her earnings, become independent of welfare assistance, and achieve other individual goals such as homeownership. We act as your referral source to community support services, resources and programs in the area.

As a family’s earnings increase, their rent also increases (families are generally expected to pay 30% of their income for rent). However, the amount roughly is equal to the increase in rent. The family’s increase in earnings goes into an escrow or savings account. These funds will be available to you when you complete your FSS contract, fulfill the goals you set for yourself, and are public assistance-free for 12 months prior to the end of your FSS contract. Many families save a considerable amount which they can use for homeownership, education, a reliable car, to start a business or any other purpose.

The FSS Program is now being offered to Public Housing Residents also.
